CA just wants you to jump through all these hoops and be on a long waitlist for affordable housing but in reality as proven, housing is a survival need and as Maslow once said it comes first. Litwicki prioiritziing stable housing before other issues like mental health needs, an established job, proof of improvement is just a lot to ask for from someone that is houseless. My question is how are these rentionion rates measured? Looking at San Diego in my experience, has a huge problem with homelessness and non-profits are trying to propose housing first is hard to transition.
